  1. CRS: no Senate FY2027 THUD bill proposed; full-year appropriations not enacted

The Congressional Research Service report on FY2027 THUD appropriations (R49341, September 3, 2026) states that the Senate Appropriations Committee has not proposed an FY2027 THUD bill and that full-year FY2027 THUD appropriations have not been enacted. It states that CDBG was funded at $3.3 billion in FY2026 and that the House committee bill would fund CDBG at its FY2026 level but would not fund PRO Housing, and that HOME, funded at $1.25 billion in FY2026, would receive $500 million, a 60 percent cut.

H.R. 9170 was reported with H. Rept. 119-686 on June 5, 2026. The bill provides $5,849,707,616 for the Community Development Fund, of which $3,300,000,000 is for the community development block grant program, $500,000,000 for HOME, $529,000,000 for HOPWA and $4,160,741,000 for Homeless Assistance Grants. The committee report shows the fund $1,145,536,384 below FY2026 and HOME $750,000,000 below, and states the recommendation does not fold HOPWA into an expanded Emergency Solutions Grants program as the budget proposes.

Under program cuts and eliminations it proposes to eliminate CDBG (a $3.3 billion reduction), HOME ($1.3 billion), HOPWA ($529 million) and PRO Housing ($50 million), and to eliminate the Continuum of Care program while providing $4 billion for a more targeted Emergency Solutions Grant program.

Background

The FY2027 request does not propose a block-grant replacement for CDBG or HOME. The only consolidation HUD's justifications describe is of homeless assistance into an expanded Emergency Solutions Grants program, at $4.024 billion in HUD's Homeless Assistance Grants justification. HUD's FY2027 Congressional Justifications index lists every account, including HOPWA. The House committee report is H. Rept. 119-686.
