SEC Proposes Overhaul of Transfer Agent Rules

The most consequential action in this batch is the Securities and Exchange Commission's proposed rulemaking to modernize the regulatory framework governing registered transfer agents, published September 4, 2026, with a comment deadline of November 3, 2026. The proposal is designated economically significant and spans 116 Federal Register pages across 17 CFR parts 240 and 249.

The Commission proposes to amend existing rules, adopt new rules, amend Form TA-1 (registration) and Form TA-2 (activity reporting), and rescind one existing rule. Specifically, the proposal would amend Rules 17ac2-1, 17ac2-2, 17ad-1, 17ad-2, 17ad-3, 17ad-6, 17ad-7, 17ad-9, 17ad-10, 17ad-11, 17ad-12, 17ad-13, and 17ad-17; rescind Rule 17ad-4; and add two new rules — Rule 17ad-30 (Compliance) and Rule 17ad-31 (Restrictive Legends). The document also proposes to modify CFR designations throughout the ruleset to replace uppercase letters in existing CFR citations with corresponding lowercase letters, in conformance with the Document Drafting Handbook.

The release's own text describes transfer agents as "a key component of the national clearance and settlement system, performing critical functions related to the securities lifecycle that help protect investors and support the prompt and accurate processing of securities transactions," as defined under Section 3(a)(25) of the Securities Exchange Act of 1934. The proposal's table of contents indicates the Commission conducted an economic analysis covering baseline conditions, benefits and costs, efficiency and competition effects, and reasonable alternatives, as well as an Initial Regulatory Flexibility Act Analysis. Public comments are due on or before November 3, 2026.

Commerce Initiates AD/CVD Administrative Reviews

The International Trade Administration within the Department of Commerce has initiated administrative reviews of various antidumping duty (AD) and countervailing duty (CVD) orders carrying July anniversary dates, with the notice applicable as of September 4, 2026. The reviews were initiated pursuant to timely requests received in accordance with 19 CFR 351.213(b).

The notice sets out a detailed procedural calendar governing all deadlines by reference to calendar days from publication. Where Commerce limits the number of respondents for individual examination, it will select respondents based on either U.S. Customs and Border Protection (CBP) data for U.S. imports during the period of review or quantity-and-value (Q&V) questionnaires. In either scenario, Commerce intends to place the relevant data on the record within five days of publication of the initiation notice, and to make its respondent selection decision within 35 days of publication. Comments on CBP or Q&V data must be submitted within seven days after placement of that data on the record; rebuttal comments are due within five days after the initial comment deadline.

The notice also establishes that a producer or exporter with no exports, sales, or entries during the period of review may notify Commerce within 30 days of publication to address how suspended entries under that company's case number will be treated. Parties that requested a review may withdraw that request within 90 days of the publication date of the initiation notice, per 19 CFR 351.213(d)(1), with extensions possible on a case-by-case basis. On collapsing of companies for respondent selection purposes, Commerce states it will not conduct collapsing analyses at the respondent selection phase unless a determination to collapse specific companies was made in a previous segment of the same proceeding.

SBA Seeks OMB Clearance for Disaster Survey Worksheet

The Small Business Administration (SBA) is seeking Office of Management and Budget (OMB) approval for a 30-day information collection notice covering its Disaster Survey Worksheet (SBA Form 987, OMB Control Number 3245-0136). Comments must be submitted on or before October 5, 2026.

The document explains that the SBA is required to survey affected disaster areas within a state upon request by the Governor to determine whether sufficient damage exists to warrant issuing a disaster declaration. Information is obtained from individuals, businesses, and government officials reporting disaster-related damages. The agency estimates 2,720 total annual responses and 226 total estimated annual hours of burden. The public is invited to comment on whether the collection is necessary for the agency to properly perform its functions, whether burden estimates are accurate, whether automated or other technological means could minimize burden, and whether the quality, utility, and clarity of the information could be enhanced.

EXIM Advisory Committees to Meet September 21

The Export-Import Bank has scheduled open meetings of the 2026–2027 EXIM Advisory Committee and the Sub-Saharan Africa Advisory Committee on Monday, September 21, 2026, in a hybrid format. The Advisory Committee will meet from 2:00 p.m. to 3:30 p.m. ET, followed by the Sub-Saharan Africa Advisory Committee from 3:45 p.m. to 5:15 p.m. ET. In-person attendance is limited to committee members, EXIM's Board of Directors, and support staff; all other participants must register to attend virtually.

The agenda covers discussion of EXIM policies and programs designed to support the expansion of financing support for U.S. manufactured goods and services. Members of the public may file written statements before or after the meeting. The committees are established under Section 2(b)(9) of the Export Import Bank Act of 1945 and are chartered in accordance with the Federal Advisory Committee Act.

NRC Schedules Public Meetings Through Mid-October

The Nuclear Regulatory Commission published its Sunshine Act meeting schedule for the weeks of September 7 through October 12, 2026. Two confirmed public meetings are listed. On Wednesday, September 9, 2026, at 10:00 a.m., the Commission will hold a closed briefing on NRC International Activities (closed pursuant to Exemptions 1 and 9). On Tuesday, September 29, 2026, at 10:00 a.m., the Commission will hold an All Employees Meeting open to the public at the TWFN Auditorium, 11545 Rockville Pike, Rockville, Maryland, viewable in person or by live webcast.

On Thursday, October 15, 2026, at 9:00 a.m. CDT, the Commission will hold a public meeting titled "Nuclear Regulatory Commission Reorganization First 100 Days: Enhancing Reactor and Materials Oversight Integration and Performance" at the NRC Region IV offices at 1600 East Lamar Boulevard, Arlington, Texas 76011-4511, also available via live webcast. No meetings are currently scheduled for the weeks of September 14, September 21, or October 5, 2026, though the schedule is subject to change on short notice.
