Commerce and VA Advance Trade, Survey, and Benefits Data Actions

Three federal notices finalize an antidumping margin for an Indian pipe exporter, solicit public comment on a revised annual business survey, and extend a veterans benefits information collection.

Antidumping Final Results: Welded Stainless Pressure Pipe from India

The U.S. Department of Commerce's International Trade Administration has published final results of its antidumping duty administrative review covering welded stainless pressure pipe (WSPP) from India for the period of review November 1, 2023, through October 31, 2024. The sole producer and exporter subject to the review is Suncity Metals and Tubes Private Limited (Suncity). Commerce determines that Suncity made sales of WSPP at less than normal value during that period, and has calculated a weighted-average dumping margin of 0.74 percent for the company.

Commerce explains that it published preliminary results on May 6, 2026, in the Federal Register, and invited interested parties to comment. The agency subsequently extended the deadline for final results on August 19, 2026, and again on October 2, 2026, for a combined total of 43 days, setting the final deadline at October 16, 2026. Based on its analysis of comments submitted by Suncity in a case brief, Commerce made certain changes to the weighted-average dumping margin calculated in the preliminary results; those changes are detailed in a concurrently issued Issues and Decision Memorandum. The review was conducted in accordance with section 751 of the Tariff Act of 1930, as amended. The antidumping and countervailing duty orders governing WSPP from India were originally published on November 17, 2016.

Pursuant to 19 CFR 351.212(b)(1), Commerce will calculate importer-specific antidumping duty assessment rates by aggregating the total amount of dumping calculated for each importer's examined sales and dividing by the total entered value associated with those sales. U.S. Customs and Border Protection will assess antidumping duties on all appropriate entries covered by the review. Commerce intends to disclose calculations and analysis to interested parties within five days of public announcement or, if no public announcement is made, within five days of the publication date of the notice, in accordance with 19 CFR 351.224(b). The notice is applicable as of October 22, 2026.

Annual Business Survey Revision: Owner Demographic Questions Removed

The Department of Commerce's Census Bureau is seeking public comment on a proposed revision to the Annual Business Survey (ABS), a joint statistical project with the National Center for Science and Engineering Statistics (NCSES) within the U.S. National Science Foundation. The notice states that the ABS was designed to improve the measurement of business dynamics in the United States by combining Census Bureau firm-level collections to reduce respondent burden, increase data quality, reduce operational costs, and operate more efficiently. The survey measures research and development, innovation, business owner characteristics, and other topics of interest.

The most significant proposed change for the 2026 ABS — which will be collected during 2027 — is the removal of the following business owner demographic questions: race, ethnicity, sex, place of birth, U.S. citizenship, and age. According to the notice, estimates for this data will instead be produced through use of various administrative data sources. The Census Bureau, in collaboration with NCSES, plans to research additional administrative and survey data sources to replace other owner characteristics questions in future survey cycles. While that research continues, select business owner characteristics questions — such as disability and education level — will remain on the survey. The Business Enterprise Research and Development survey (BERD), which merged with the ABS beginning with reference year 2025, will continue to be included within the ABS.

The 2026–2028 ABS will sample 230,000 businesses and nonprofit organizations, comprising 222,000 employer businesses and 8,000 nonprofit organizations. The survey covers all nonfarm employer businesses filing IRS tax forms as individual proprietorships, partnerships, or any other type of corporation with non-zero receipts or payroll, as well as nonprofit organizations required to complete IRS form 990. Nonprofits will only be asked questions relating to research activities and will not be asked questions relating to owner demographics. The ABS utilizes an online survey instrument; respondents are mailed and emailed letters directing them to create a Census account and access the survey, with responses due approximately 30 days from initial mailing. The estimated number of respondents is 174,500 employer businesses without BERD content, 47,500 employer businesses with BERD content, and 8,000 nonprofit organizations, with an estimated total annual burden of 295,858 hours.

Veterans Benefits: Parent-Relationship Form Extended for OMB Review

The Veterans Benefits Administration (VBA) is submitting VA Form 21P-524, "Statement of Person Claiming to Have Stood in Relation of Parent," to OMB for review and comment. The notice describes the form as used to gather information necessary to determine a claimant's parental relationship to a deceased veteran when the claimant is not the veteran's natural mother or father or adopted mother or father. The agency states that without this information, determination of entitlement would not be possible. The submission is characterized as an extension of a currently approved collection under OMB Control Number 2900-0059.

The estimated annual burden for the collection is 42 hours, with an estimated average burden per respondent of 2 hours, a one-time response frequency, and an estimated 21 respondents. A Federal Register notice with a 60-day comment period was previously published at 91 FR 48510 on July 31, 2026.

What to Watch

  • November 23, 2026: Deadline for comments and recommendations on the VBA's VA Form 21P-524 information collection submission to OMB.
