The Foreign-Trade Zones Board approved a new subzone for TekniPlex Healthcare in Madison and opened public comment on a Samsung facility in Wilmer, Texas, while Commerce finalized a countervailing duty sunset review on Moroccan phosphate fertilizers.
FTZ Subzone Approved for TekniPlex Healthcare, Madison, Wisconsin
The Commerce Department's Foreign-Trade Zones Board approved subzone status for Tekni-Plex Flexibles LLC (doing business as TekniPlex Healthcare) in Madison, Wisconsin, on October 29, 2026. The application was originally submitted by Dane County, Wisconsin — the grantee of FTZ 266 — on behalf of the company, and was formally docketed by the FTZ Board Executive Secretary on June 1, 2026. In accordance with FTZ Act procedures, the Board published a notice in the Federal Register inviting public comment on June 3, 2026 (91 FR 33139). The FTZ staff examiner reviewed the application and determined it meets the criteria for approval. The approval was issued pursuant to the authority delegated to the FTZ Board Executive Secretary under 15 CFR 400.36(f), and establishes Subzone 266C, subject to the FTZ Act, the Board's regulations including section 400.13, and FTZ 266's 648-acre activation limit.
New Application Filed for Samsung Electro-Mechanics Facility in Wilmer, Texas
A separate application for subzone status has been submitted to the FTZ Board by the Metroplex International Trade Development Corporation, grantee of FTZ 168, on behalf of Samsung Electro-Mechanics America, Inc., located in Wilmer, Texas. The application was formally docketed on October 28, 2026. The proposed subzone covers 0.69 acres at 1200 Fulghum Road, Wilmer, Texas. The application was submitted pursuant to the Foreign-Trade Zones Act, as amended (19 U.S.C. 81a–81u), and the FTZ Board's regulations at 15 CFR part 400. No authorization for production activity has been requested at this time, and the proposed subzone would be subject to the existing activation limit of FTZ 168. Camille Evans of the FTZ Staff has been designated examiner to review the application and make recommendations to the Executive Secretary. Public comments must be submitted to the FTZ Board's Executive Secretary by December 14, 2026; rebuttal comments in response to material submitted during that period may be filed through December 28, 2026. The application is available for public inspection through the FTZ Board's Online FTZ Information System at www.trade.gov/ftz.
Commerce Finalizes Sunset Review of CVD Order on Moroccan Phosphate Fertilizers
The Commerce Department's International Trade Administration has issued the final results of its first full sunset review of the countervailing duty (CVD) order on phosphate fertilizers from the Kingdom of Morocco. Commerce finds that revocation of the CVD order would be likely to lead to the continuation or recurrence of a countervailable subsidy. The original CVD order was published on April 7, 2021. Commerce initiated the first sunset review on March 2, 2026, pursuant to section 751(c) of the Tariff Act of 1930, as amended, and 19 CFR 351.218(c). The review was conducted as a full sunset review based on notices of intent to participate and adequate substantive responses from domestic interested parties, the Government of Morocco, and respondent OCP S.A. Commerce issued preliminary results on July 24, 2026, also finding that revocation would likely lead to continuation or recurrence of subsidization. Case briefs were filed by the Government of Morocco and OCP on August 24, 2026; domestic interested parties the Mosaic Company and J.R. Simplot Company, LLC submitted rebuttal briefs on August 31, 2026. In the final results, Commerce determined net countervailable subsidy rates of 20.04 percent ad valorem for OCP S.A. and 20.04 percent ad valorem for all other producers and exporters. These final results are applicable as of November 3, 2026.
Education Department Seeks Comment on Perkins Act Reporting Revision
The Department of Education is proposing a revision to a currently approved information collection request under the Paperwork Reduction Act of 1995: the Consolidated Annual Report (CAR) for the Carl D. Comments are invited on whether the collection is necessary, whether information will be processed in a timely manner, the accuracy of the burden estimate, ways to enhance the quality and clarity of the information collected, and how burden on respondents might be minimized, including through information technology.
