Federal Register Digest: Trade Duties, Energy Aid, Coinage Designs, and Basin Water Governance

Five Federal Register actions from October 30, 2026 span antidumping and countervailing duty reviews, a State Department energy security authorization, a U.S. Mint advisory meeting, and a Delaware River Basin Commission hearing cycle.

Trade: Diamond Sawblades and Wind Towers Duty Reviews Concluded

The U.S. International Trade Commission (USITC) completed its third five-year review of the antidumping duty order on diamond sawblades and parts thereof from China, determining on October 28, 2026 that revocation of the order would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The Commission instituted the review on March 2, 2026, and determined on June 5, 2026 to conduct it on an expedited basis. Commissioner Samuel T. Negatu did not participate. The Commission's views are contained in USITC Publication 5807 (October 2026), entitled Diamond Sawblades and Parts Thereof from China: Investigation No. 731-TA-1092 (Third Review).

Separately, the U.S. Department of Commerce, International Trade Administration, published final results of the expedited first sunset review of the countervailing duty (CVD) order on utility scale wind towers from Malaysia, effective November 2, 2026. Commerce determined that revocation of the CVD order would be likely to lead to continuation or recurrence of countervailable subsidies. The original CVD order was published on August 4, 2021. Commerce initiated the first sunset review on July 2, 2026. A domestic interested party filed a notice of intent to participate on July 17, 2026, and submitted an adequate substantive response on August 3, 2026 — within the 30-day deadline specified in 19 CFR 351.218(d)(3)(i). Neither the Government of Malaysia nor any other respondent interested party submitted a substantive response. On August 24, 2026, Commerce notified the ITC that no adequate respondent response had been received, triggering an expedited 120-day sunset review under section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B)(2) and (C)(2). The Issues and Decision Memorandum, which addresses the likelihood of continuation or recurrence of subsidization and the countervailable subsidy rates likely to prevail if the order were revoked, is publicly available via Enforcement and Compliance's Antidumping and Countervailing Duty Centralized Electronic Service System at access.trade.gov.

State Department Authorizes Up to $125,000,000 for Partner Energy Security

Secretary of State Marco Rubio, acting pursuant to section 451 of the Foreign Assistance Act of 1961 (22 U.S.C. 2261) and section 1-100(a)(l) of Executive Order 12163, authorized the use of up to $125,000,000 in assistance to support exigent energy security needs for partners facing coercive supply cutoffs, market disruptions, and inflated costs. The determination, dated September 25, 2026, directs that the funds be drawn from amounts made available to carry out provisions of the Foreign Assistance Act other than chapter 1 of part I of the Act, and used to provide assistance authorized by part I of the Act. The notice states that the Determination and accompanying Memorandum of Justification shall be promptly reported to Congress.
