The Congressional Research Service records that on April 4, 2025 FEMA issued a press release stating it was ending the BRIC program and that approximately $882 million appropriated in the Infrastructure Investment and Jobs Act would be returned to the Treasury or reapportioned by Congress, with undistributed funds returned immediately to the Disaster Relief Fund or Treasury. CRS adds that FEMA retracted the January 2025 FY2024 notice in February and, in an April 16, 2025 advisory, said it would cancel BRIC projects across FY2020 to FY2023 where funds had not been distributed.
