Federal Reserve Publishes Bank Control Notice for First Lena Corporation Acquisition

A group of Illinois and Wisconsin individuals and trusts have applied to jointly retain voting shares of First Lena Corporation and its subsidiary Citizens State Bank under the Change in Bank Control Act.

The Federal Reserve System published a notice on September 4, 2026, disclosing that several individuals and trusts have applied under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Section 225.41 of the Board's Regulation Y (12 CFR 225.41) to acquire shares of a bank or bank holding company.

The applicants — Jamie A. Hagenow of Verona, Wisconsin; Carrie E. Jones of Platteville, Wisconsin; Valerie Battisti of Palatine, Illinois; Baline Stamm and the Jeffrey L. Stamm Trust (Jeffrey L. Stamm, trustee), both of Lena, Illinois; and the Cali R. Lelle Trust A (Cali R. Lelle, trustee) and the Cali Lelle Revocable Living Trust (Cali R. Lelle and Larry Lelle, co-trustees), both of Arlington Heights, Illinois — seek to join the Lelle-Stamm Family Group, a group acting in concert. The stated purpose is to retain voting shares of First Lena Corporation and thereby indirectly retain voting shares of Citizens State Bank, both located in Lena, Illinois.

The notice is administered through the Federal Reserve Bank of Chicago (Christopher Koopmans, Senior Vice President), located at 230 South LaSalle Street, Chicago, Illinois. The Board explains that public portions of the applications are available for immediate inspection at the indicated Federal Reserve Bank and at the offices of the Board of Governors, and may also be obtained on an expedited basis by contacting the appropriate Federal Reserve Bank or the Board's Freedom of Information Office. The factors considered in acting on such applications are set forth in paragraph 7 of the Act (12 U.S.C. 1817(j)(7)).
