Commerce Issues Antidumping Rulings Across Five Proceedings; HHS Seeks Comment on Youth Crisis Data Collection

Tin Mill Products From Taiwan and Türkiye: Preliminary Determinations Postponed

The Commerce Department's International Trade Administration has postponed preliminary determinations in its less-than-fair-value (LTFV) investigations of tin mill products from Taiwan and the Republic of Türkiye. Commerce initiated both investigations on April 29, 2026, with preliminary determinations originally due no later than September 16, 2026.

On July 29, 2026, the petitioners — United States Steel Corporation and United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers Union — submitted timely requests for postponement, stating that additional time was needed to analyze and comment on responses submitted on behalf of the company selected for individual examination and to ensure Commerce has sufficient time to develop a comprehensive record. Under 19 CFR 351.205(e), a petitioner must submit such a request 25 days or more before the scheduled preliminary determination date and must state reasons for the request; Commerce must grant it unless it finds compelling reasons to deny.

Finding no compelling reasons to deny the request, Commerce invoked section 733(c)(1)(A) of the Tariff Act of 1930, as amended, to postpone the deadline by 50 days — calculated as 190 days after the initiation date. As a result, Commerce will issue its preliminary determinations no later than November 5, 2026. Under section 735(a)(1) of the Act and 19 CFR 351.210(b)(1), the deadline for final determinations will continue to be 75 days after the date of the preliminary determinations, unless postponed at a later date. The notice is applicable August 7, 2026.

Polyethylene Retail Carrier Bags: Final Results for China and Malaysia

Commerce issued final results in two separate administrative reviews of the antidumping duty order on polyethylene retail carrier bags (PRCBs), covering China and Malaysia respectively.

In the China proceeding, covering the period of review August 1, 2024, through July 31, 2025, Commerce determined that Crown Polyethylene Products (International) Ltd. (Crown) is not eligible for a separate rate and is part of the China-wide entity. Commerce received no comments from interested parties on the preliminary results and made no changes, adopting those results in the final determination. Because Crown is part of the China-wide entity, Commerce will instruct U.S. Customs and Border Protection (CBP) to assess any suspended entries of subject merchandise associated with Crown at the China-wide entity rate of 77.57 percent. That same rate — 77.57 percent — applies as the cash deposit requirement for all Chinese exporters of subject merchandise not found to be entitled to a separate rate. Commerce stated it will issue assessment instructions to CBP no earlier than 35 days after the date of publication of the final results.

In the Malaysia proceeding, covering the period of review August 1, 2023, through July 31, 2024, Commerce determined that PRCBs from Malaysia were not sold in the United States at less than normal value. The sole respondent, Euro SME Sdn Bhd and Euro Nature Green Sdn. Bhd (collectively, Euro SME), received a weighted-average dumping margin of 0.00 percent. Commerce published preliminary results on February 10, 2026, and subsequently extended the deadline for final results to July 31, 2026, on May 29, 2026. Commerce stated it intends to disclose calculations to interested parties within five days of the date of publication of the notice, in accordance with 19 CFR 351.224(b).

Certain Preserved Mushrooms From Poland: Preliminary Results

Commerce published preliminary results of its antidumping duty administrative review of certain preserved mushrooms from Poland, covering the period of review May 1, 2024, through April 30, 2025. The sole mandatory respondent, Okechamp S.A., received a preliminary weighted-average dumping margin of 0.54 percent.

Commerce initiated the review on June 25, 2025. The agency noted that two separate tolling actions affected the proceeding's timeline: on November 14, 2025, Commerce tolled all administrative proceeding deadlines by 47 days due to a lapse in appropriations and Federal Government shutdown, and on November 24, 2025, it tolled all deadlines by an additional 21 days due to a backlog of documents filed via ACCESS during the shutdown. Commerce subsequently extended the preliminary results deadline to no later than July 31, 2026, on March 17, 2026. Commerce stated it intends to verify the information relied upon in making its final results, finding good cause for verification, and will disclose preliminary calculations to interested parties within five days of any public announcement.

HHS Seeks Public Comment on National Runaway Safeline Data Collection

The Administration for Children and Families' Family and Youth Services Bureau (FYSB) is seeking public comment on a proposed extension of its data collection activities for the National Communication System for Runaway and Homeless Youth, currently operated by the National Runaway Safeline (NRS). The current OMB approval, under OMB No. 0970-0610, carries an expiration date of May 31, 2026, and FYSB plans to submit a request to OMB to extend approval beyond that date. Comments are due September 8, 2026.

The NRS provides information, referral services, crisis intervention, and prevention resources to vulnerable youth at risk of running away and/or becoming homeless and their families or legal guardians at no cost. The NRS collects information on a voluntary basis from contacts including youth and adults connecting via calls, chats, emails, and forum posts, using two online forms — one for calls, emails, and forum posts and a second for chats. The agency states that all data are provided to FYSB in the aggregate and no personally identifiable data are collected.

The NRS is required to submit monthly and semi-annual reports to FYSB covering metrics such as numbers of calls received, answered, and missed; chats, emails, and texts by status; contacts from parents, guardians, and service providers; prevention materials disseminated; website visitors; referral information; and caller demographics. The notice estimates total annual burden hours of 10,047, with the Youth in Crisis Form accounting for an estimated 3,617 annual burden hours and the NRS Live Chat Form accounting for an estimated 6,430 annual burden hours. According to the notice, the findings from this data collection will be included in a required report to Congress on the status of youth in crisis and runaway and homeless youth nationwide.
