FAA Proposes Airworthiness Directive for Airbus AS355 Helicopters

The Federal Aviation Administration has issued a notice of proposed rulemaking to adopt a new airworthiness directive (AD) covering all Airbus Helicopters Model AS355E, AS355F, AS355F1, AS355F2, and AS355N helicopters, with a comment deadline of August 3, 2026. The proposed AD affects 14 CFR Part 39.

The action was prompted by a determination that the tail rotor drive fan wheels and the impeller second stage have been incorrectly identified during production. According to the document, the specific parts at issue are fan wheel part number 704A33691014 amendment C and impeller second stage part number 704A33691015 amendment C. The FAA's proposed rule explains that incorrect identification may cause the loss of traceability of the affected parts, which could lead to required inspections not being accomplished — and that the unsafe condition, if not addressed, could lead to undetected fatigue failure of the affected parts and result in loss of control of the helicopter.

The proposed AD was developed following action by the European Union Aviation Safety Agency (EASA), which issued EASA AD 2024-0127, dated July 3, 2024, to correct the same unsafe condition. The FAA states that pursuant to its bilateral agreement with the State of Design Authority, that authority notified the FAA of the unsafe condition, and the FAA determined that the condition is likely to exist or develop on other products of the same type design.

As proposed, the AD would require operators to verify the serial number and amend the log cards of affected parts, and — depending on the findings — perform a one-time borescope inspection to verify consistency between log cards and the physical parts. Depending on the inspection results, certain parts would need to be replaced or re-identified. The proposed AD would also prohibit the installation of certain fan wheels and impeller second stages on any helicopter. The FAA proposes to incorporate EASA AD 2024-0127 by reference as the primary source of compliance procedures, with exceptions noted in the regulatory text.

HUD Seeks OMB Approval for Public Housing Waiting List Data Tool

The Department of Housing and Urban Development is seeking approval from the Office of Management and Budget (OMB) for a revision to an existing information collection: the Housing Opportunity Through Modernization Act of 2016 (HOTMA) Public Housing Waiting List Data Collection Tool, with public comments due July 20, 2026. The collection carries OMB Approval Number 2577-0302.

The collection implements a statutory requirement under Section 103 of HOTMA, signed into law on July 29, 2016 (Pub. L. 114-201, 130 Stat. 782), which amended section 16(a) of the United States Housing Act of 1937 (42 U.S.C. 1437n(a)). As the notice explains, Section 16 of the 1937 Act now requires that after a public housing family has been over-income for two consecutive years, a public housing agency (PHA) must either charge the family a monthly rent equal to the higher of the fair market rent or the monthly amount of public housing subsidy provided, or terminate the tenancy no later than 6 months after the end of the two-year period. PHAs are also required to submit an annual report on the number of over-income families residing in public housing and the number of families on public housing waiting lists.

Each PHA with a Public Housing program is required to submit the total number of families on their waiting lists annually — starting with Calendar Year 2023 data — using the electronic Public Housing Waiting List Data Collection Tool. The notice states that HUD has elected to utilize income data already provided, when possible, to minimize additional burden on PHAs. PHAs may use income data already submitted via Form HUD-50058 (OMB approval number 2577-0083) through the Inventory Management System/PIH Information Center to satisfy the over-income family reporting requirement. HUD will consolidate the data and publish it annually in a publicly available report.

According to the notice's burden estimate, the collection involves 2,681 respondents, each responding once per year, for a total of 2,681 responses annually. The estimated burden is 0.50 hours per response, yielding 1,341 total annual burden hours, at an hourly cost of $23.73, for a total annual cost of $31,822. The 60-day public comment period for this collection was previously published on September 15, 2025, at 90 FR 44389; the current notice opens a 30-day comment window as the final step before OMB review.
