Methodology
Counts come from the public Federal Register API — a full-text search for “highway” with publication date on or after 2025-06-24, retrieved 2026-06-24. The headline figure is the API's reported match count; agency and type breakdowns are computed over the 846 most recent matches. The agency-span figure counts every agency named on the documents; the bar chart counts each document once under its lead (first-listed) agency, so chart totals are lower. Because the match is full-text, a document is counted if it references the phrase, which is not the same as a formal topic classification.
