The Town of Windsor's 2023-2031 (6th cycle) Housing Element is one of seven General Plan elements required by the State of California and, updated every eight years, serves as the guide for residential development and addresses housing needs in the Town. Per State Housing Element law it outlines the community's housing production objectives, lists policies and implementation programs, identifies adequate sites for new housing serving various income levels, analyzes potential constraints, and evaluates consistency with other General Plan components. Its first goal, New Housing Development, includes program H-1 (Adequate Sites), under which the Town monitors the Sites Inventory annually to maintain sufficient capacity for its remaining RHNA and, if it falls into a no-net-loss situation, identifies a replacement site within 180 days.
