  Whittier's 2021-2029 Housing Element update was prepared pursuant to California Government Code Section 65588(b), which requires a city to periodically update the Housing Element of its General Plan. State law requires the update to contain an assessment of housing needs and analysis of resources and constraints, an inventory of land suitable and available for residential development, a statement of the community's goals, quantified objectives, and policies, and programs of actions to implement them, and to identify adequate sites to accommodate the City's Regional Housing Needs Assessment (RHNA) for all income categories. The City adopted the 2021-2029 Housing Element on October 12, 2021 (Resolution 2021-69).
