Saratoga's Land Use Element (March 2024) anchors the Saratoga 2040 General Plan, which seeks to maintain the city's predominantly small-town residential character - larger residential parcels, long-established neighborhoods, scenic hillsides, and open space areas - while encouraging the economic viability of established commercial and office areas. Saratoga's 6th cycle Housing Element identifies and analyzes existing and projected housing needs and contains the City's official policies for the preservation, conservation, rehabilitation, and production of housing, covering the planning period from January 2023 through January 2031. It is the component of the General Plan that addresses housing needs and opportunities for present and future Saratoga residents and provides the primary policy guidance for local decision-making related to housing, and is the only General Plan Element that requires review and certification by the State of California. Based on community housing needs, available resources, housing constraints and opportunities, and analysis of past performance, the Element identifies goals, objectives, and action programs that address existing and projected housing needs. It is being updated to comply with the update required of all jurisdictions in the ABAG region.
