Redding's General Plan 2045 addresses the state-mandated Land Use Element through its Community Development and Design Element. Under California Government Code Section 65302(a), the plan must designate the general distribution, location, and extent of land uses for housing, business, industry, open space, education, public buildings and grounds, waste-disposal facilities, and other public and private uses of land, and it must include a statement of standards of population density and building intensity for the various districts. Because of the interrelationship between land use, urban design, and historic preservation, the City named this the Community Development and Design Element, which includes all the necessary provisions of the Land Use Element required by the Government Code and additionally provides guidance on development design and aesthetics.
