  Fremont's Mobility Element is the state-mandated Circulation Element. It establishes policies for expanding transportation choices, reducing dependence on single passenger automobiles, and making it easier to walk, bicycle, and use public transportation. Its goals/policies section is organized into seven topic areas: transforming corridors into complete streets designed for multiple modes; reducing vehicle miles traveled by providing more non-automobile travel options and more compact land use patterns; making the City more accessible and interconnected; balancing convenience and speed with safe, pedestrian-friendly streets; improving connections between Fremont and the region; maintaining the ability to move goods; and managing parking demand. The element analyzes performance in 2010 and expected performance in 2035. On June 9, 2020 the City Council adopted Policy 3-4.2: Transportation Analysis, establishing Vehicle Miles Traveled (VMT) as the CEQA measure (effective July 1, 2020) per Senate Bill 743.
