OPM, NIH, Education, OCC, and SEC Post Paperwork and Actuarial Notices
Four federal agencies have submitted information collections to OMB for review, while OPM has issued adjusted present value factors for certain Civil Service Retirement System retirees.
The Office of Personnel Management (OPM) has issued a notice of adjusted present value factors applicable to certain retirees under the Civil Service Retirement System (CSRS). The adjustment applies to retirees who elect to provide survivor annuity benefits to a spouse based on a post-retirement marriage, retiring employees who elect the alternative form of annuity, those who owe certain redeposits based on refunds of contributions for service ending before March 1, 1991, those who elect to credit certain service with nonappropriated fund instrumentalities, and retirees with certain types of retirement coverage errors who elect to receive credit for service under the Federal Erroneous Retirement Coverage Correction Act. OPM states the notice is necessary to conform the present value factors to changes in the economic and demographic assumptions adopted by the Board of Actuaries of the Civil Service Retirement System.
Three agencies — the National Institutes of Health (NIH), the Department of Education, and the Office of the Comptroller of the Currency (OCC) — have each submitted information collection requests to the Office of Management and Budget (OMB) for review, all carrying a comment deadline of July 23, 2026. The Office of Laboratory Animal Welfare (OLAW), within NIH's Office of the Director, published a 30-day comment request for the Chimpanzee Research Use Form in compliance with the Paperwork Reduction Act of 1995. The Department of Education is proposing an extension without change of a currently approved information collection request for the Consolidation Loan Rebate Fee Report, also in accordance with the Paperwork Reduction Act of 1995. The OCC is soliciting comment on the renewal of its information collection titled "Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery," and has sent that collection to OMB for review; the OCC notes that it may not conduct or sponsor an information collection unless it displays a currently valid OMB control number.
The Securities and Exchange Commission (SEC) has separately published a notice regarding Agency Information Collection Activities for Rule 19b-7 and Form 19b-7, proposing an extension of that collection for comment.
