Antidumping Duty Administrative Review Corrected

The U.S. Department of Commerce's International Trade Administration published a correction to its June 2, 2026 amended final results of the 2023–2024 antidumping duty administrative review on certain activated carbon from the People's Republic of China. According to the notice, the original publication in FR Doc. 2026-10940 at page 32937 incorrectly listed several companies as non-selected companies under review receiving a separate rate in the Appendix that should not have been included, and also inadvertently omitted one company — Beijing Pacific Activated Carbon Products Co., Ltd. — that should have been included.

The correction, issued by Christopher Abbott, Deputy Assistant Secretary for Policy and Negotiations, replaces the Appendix with a definitive list of seven non-selected companies under review receiving a separate rate: (1) Beijing Pacific Activated Carbon Products Co., Ltd.; (2) Bengbu Modern Environmental Co. Ltd.; (3) Carbon Activated Tianjin Co., Ltd.; (4) Ningxia Mineral & Chemical Limited; (5) Shanxi Industry Technology Trading Co., Ltd.; (6) Shanxi Sincere Industrial Co., Ltd.; and (7) Tancarb Activated Carbon Co., Ltd. The notice states it is issued and published in accordance with sections 751(a)(1) and 777(i) of the Act, and 19 CFR 351.213(h)(2) and 351.221(b)(5).

EPA Extends Comment Period on Oil-and-Gas NESHAP Proposal

The Environmental Protection Agency is extending the public comment period on its proposed rule titled "National Emission Standards for Hazardous Air Pollutants: Crude Oil and Natural Gas Production Facilities and Natural Gas Transmission and Storage Facilities; Technology Review and Reconsideration," which was originally published in the Federal Register on April 22, 2026, at 91 FR 21672. The proposed rule affects regulations under 40 CFR 63. The comment period was originally scheduled to close on June 22, 2026, but the EPA states it received requests for additional time to review and comment on the proposed rule, and has decided to extend the comment period until August 6, 2026. Comments must be directed to Docket ID No. EPA-HQ-OAR-2025-1348 via regulations.gov.

Foreign-Trade Subzone Approved for Phillips 66 in Billings, Montana

The Commerce Department's Foreign-Trade Zones Board approved subzone status for Phillips 66 Company in Billings, Montana on June 17, 2026. The application was docketed on April 6, 2026, submitted by the City and County of Butte-Silver Bow, grantee of FTZ 274, on behalf of Phillips 66 Company. According to the notice, the application was processed in accordance with the FTZ Act and Regulations, including a public comment period notice published at 91 FR 17938–17939 on April 9, 2026. The FTZ staff examiner reviewed the application and determined it meets the criteria for approval. The newly established Subzone 274A is subject to the FTZ Act, the Board's regulations including section 400.13, and FTZ 274's 2,000-acre activation limit.

Interior's OSM Seeks Comment on Two Information Collections

The Office of Surface Mining Reclamation and Enforcement (OSM) published two separate notices proposing to renew existing information collections under the Paperwork Reduction Act of 1995, both with a comment deadline of August 21, 2026.

The first collection, under OMB Control Number 1029-0049, covers "30 CFR 822—Special Permanent Program Performance Standards—Operations in Alluvial Valley Floors." The notice explains that sections 510(b)(5) and 515(b)(10)(F) of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) protect alluvial valley floors (AVFs) from adverse impacts of surface coal mining operations west of the 100th meridian. Under 30 CFR 822.13, the notice states, permittees must install, maintain, and operate a monitoring system to safeguard these unique hydrologic areas, ensuring that mining operations do not interrupt farming on AVFs, do not materially damage the hydrologic systems supplying AVFs, and preserve essential hydrologic functions during mining and reclamation. The collection's affected public includes state regulatory authorities and coal mine operators. OSM estimates 3 annual respondents, 52 annual responses, 160 hours per response, and a total of 4,550 annual burden hours.

The second collection, under OMB Control Number 1029-0114, covers "Technical Evaluation Surveys." According to the notice, the surveys are the primary means through which OSM evaluates its performance in meeting the performance goals outlined in its annual plans developed pursuant to the Government Performance and Results Act (GPRA), by obtaining feedback on technical assistance, technology transfer, and outreach activities. The affected public consists of state and tribal governments. OSM estimates 222 annual respondents, 222 annual responses, 5 minutes per response, and a total of 19 annual burden hours.
