Commerce finalizes antidumping review for Thai propane cylinders
The U.S. Department of Commerce has issued the final results of its 2023–2024 antidumping duty administrative review covering steel propane cylinders from Thailand, finding that Sahamitr Pressure Container Public Company Limited (also known as Sahamitr Pressure Container Plc., or SMPC) — the sole producer or exporter subject to the review — made sales of subject merchandise in the United States at prices below normal value during the period of review. The final results are applicable as of June 23, 2026.
The period of review covered August 1, 2023, through July 31, 2024. Commerce conducted the review in accordance with section 751(a)(1)(B) of the Tariff Act of 1930, as amended. The agency published preliminary results on February 10, 2026, and invited interested parties to comment. On June 10, 2026, Commerce extended the deadline for the final results to June 17, 2026. Based on its review of the record and comments received from interested parties, Commerce made certain adjustments to the margin calculations for these final results, as detailed in the Issues and Decision Memorandum.
As a result of the review, Commerce determined a weighted-average dumping margin of 1.01 percent for SMPC for the period August 1, 2023, through July 31, 2024. Pursuant to section 751(a)(2)(C) of the Act, 19 CFR 351.213, and 19 CFR 351.212(b)(1), Commerce has determined that U.S. Customs and Border Protection shall assess antidumping duties on all appropriate entries covered by the review. Where SMPC reported the entered value of its U.S. sales, Commerce calculated importer-specific ad valorem duty assessment rates based on the ratio of the total antidumping duties calculated for examined sales to the total entered value of those sales. Commerce intends to disclose the calculations performed to interested parties within five days after public announcement of the final results, or within five days of the date of publication of the notice in the Federal Register, in accordance with 19 CFR 351.224(b).
