Commerce Advances AD/CVD Actions on Steel Products; FDA Seeks OMB Clearance on Medication Guide Rules

Annual Administrative Review Opportunity and Service List Procedures

The International Trade Administration (ITA), Enforcement and Compliance unit of the Commerce Department, published a notice on July 1, 2026, opening the anniversary-month window for interested parties to request administrative reviews of antidumping duty (AD) or countervailing duty (CVD) orders, findings, or suspended investigations. As the notice explains, each year during the anniversary month of publication of an AD or CVD order, an interested party as defined in section 771(9) of the Tariff Act of 1930 may request, in accordance with 19 CFR 351.213, that Commerce conduct an administrative review.

The notice also governs the annual inquiry service list process. New interested parties who did not previously submit an entry of appearance must submit a new entry of appearance at this time. Interested parties who were included in the preceding annual inquiry service list must submit an amended entry of appearance to be included in the next year's list. Commerce will change the entry of appearance status from "Active" to "Needs Amendment" for the corresponding proceedings, allowing parties to make any necessary amendments and resubmit. If no amendments are needed, the notice states, the interested party should indicate in the relevant ACCESS form field that it is resubmitting its entry of appearance for inclusion in the following year's list. The notice further states that once petitioners and foreign governments have submitted an entry of appearance for the first time, they will automatically be added to the updated annual inquiry service list each year.

On respondent selection, the notice states that Commerce intends to select respondents based on U.S. Customs and Border Protection (CBP) data for U.S. imports during the period of review. Commerce intends to release CBP data under administrative protective order (APO) to all parties having an APO within five days of publication of the initiation notice, and to make its respondent selection decision within 35 days of publication of the initiation Federal Register notice. Commerce invites comments regarding the CBP data and respondent selection within five days of placement of the CBP data on the record of the review.

Wire Mesh from Mexico: CVD Sunset Review Completed

Also effective July 1, 2026, Commerce finalized the expedited first sunset review of the countervailing duty order on standard steel welded wire mesh from Mexico, finding that revocation of the order would be likely to lead to continuation or recurrence of countervailable subsidies. The underlying CVD order was originally published on April 12, 2021. Commerce initiated the first sunset review on March 2, 2026, pursuant to section 751(c) of the Tariff Act of 1930 and 19 CFR 351.218(c).

The domestic interested parties — Keysteel Corporation, Mid-South Wire Company, National Wire LLC, Oklahoma Steel & Wire Co., and Wire Mesh Corp. — filed a notice of intent to participate on March 16, 2026, within the deadline specified in 19 CFR 351.218(d)(1)(i), and submitted an adequate substantive response on March 31, 2026, within the 30-day deadline specified in 19 CFR 351.218(d)(3)(i). Commerce received no substantive response from either the Government of Mexico or any respondent interested party. On April 29, 2026, Commerce notified the U.S. International Trade Commission that it did not receive an adequate substantive response from respondent interested parties. As a result, Commerce conducted an expedited 120-day sunset review pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B)(2) and (C)(2).

Turkish Rebar: CVD Administrative Review Final Results

Commerce also published on July 1, 2026, the final results of the countervailing duty administrative review of steel concrete reinforcing bar (rebar) from the Republic of Türkiye, covering the period of review January 1, 2023, through December 31, 2023. Commerce determined that countervailable subsidies were provided to producers and exporters of rebar from Türkiye during that period. For the reviewed producer and exporter Colakoglu Metalurji A.S., Commerce determined a total net countervailable subsidy rate of 1.26 percent ad valorem.

The original CVD order on rebar from Türkiye was published on November 6, 2014. Commerce had published preliminary results on January 26, 2026, and subsequently extended the deadline for final results twice — first on May 7, 2026, and again on June 10, 2026, to no later than June 25, 2026. Based on comments from interested parties, Commerce made certain changes to the subsidy rate calculations for Colakoglu from the preliminary results. Commerce stated it intends to disclose its calculations to interested parties within five days of public announcement or, if there is no public announcement, within five days of the date of publication of the final results notice, in accordance with 19 CFR 351.224(b).

Advance Notice: August 2026 Sunset Reviews Scheduled

Commerce separately published an advance notification that two sunset reviews are scheduled for initiation in August 2026: the antidumping duty and countervailing duty proceedings on Seamless Carbon and Alloy Steel Standard, Line, and Pressure Pipe from China (3rd Reviews), identified as case numbers A-570-956 and A-570-957 respectively. As the notice explains, every five years under the Tariff Act of 1930, Commerce and the U.S. International Trade Commission automatically initiate reviews to determine whether revocation of an AD or CVD order would be likely to lead to continuation or recurrence of dumping, a countervailable subsidy, and material injury.

Commerce's procedures for the conduct of sunset reviews are set forth in 19 CFR 351.218. The advance notification states that those seeking recognition as interested parties should contact Commerce in writing within 10 days of publication of the Notice of Initiation. If Commerce receives a Notice of Intent to Participate from a member of the domestic industry within 15 days of the date of initiation, the review will continue. Any interested party wishing to participate must then provide substantive comments no later than 30 days after the date of initiation. Commerce requests that interested parties provide an executive summary for each issue raised in their comments, limited to no more than 450 words per issue, not including citations.

FDA Medication Guide Information Collection: OMB Comment Deadline

The Food and Drug Administration (FDA) announced on July 1, 2026, that it has submitted a proposed collection of information to the Office of Management and Budget (OMB) for review and clearance under the Paperwork Reduction Act of 1995, covering Medication Guide requirements for prescription drug product labeling. The applicable OMB Control Number is 0910-0393, submitted as a reinstatement with change. The collection supports FDA regulations in 21 CFR part 208, which sets forth general requirements for the content and format of Medication Guides, as well as procedures for exemption and deferral requests.

As the notice explains, Medication Guides provide patients with important information about drug products, including approved uses, contraindications, adverse drug reactions, and cautions for specific populations, and are required for products that pose a serious and significant public health concern. FDA published a 60-day notice requesting public comment on January 27, 2026 (91 FR 3511), and received comments — including some referencing FDA's proposed rule (RIN 0910-AH68) on Patient Medication Information — which FDA also added to the rulemaking docket (FDA-2019-N-5959) for continued consideration. As a result of public comments and a reexamination of previous submissions, FDA states it has significantly revised its assessment of the disclosure burden attributable to distributors and authorized dispensers of Medication Guides.

What to Watch

• July 31, 2026: Deadline to submit written comments, including recommendations, on FDA's Medication Guide information collection to OMB.
• August 2026: ITA scheduled to publish the Notice of Initiation of Five-Year Sunset Reviews for seamless carbon and alloy steel pipe from China (AD and CVD, 3rd Reviews); interested parties should contact Commerce within 10 days of that publication to be recognized.
• Parties in proceedings covered by the annual administrative review notice should submit or amend entries of appearance through ACCESS and, if applicable, file APO applications on the date of publication of the relevant initiation notice to enable timely respondent selection comments.
