CFTC Opens Comment Period on Compute Derivatives Contracts

The Commodity Futures Trading Commission is seeking public responses to a Request for Comment aimed at better informing its understanding and oversight of derivatives markets in compute, with comments due on or before October 20, 2026. The request addresses an emerging class of derivatives contracts that reference the price of access to computing power — described in the notice as the processing power primarily used by the large language models at the center of the artificial intelligence economy. The notice states that AI anchors a large and growing share of the U.S. economy and public equity markets, and cites research estimating that the 2025-Q4 installed compute stock implies a gross compute service flow of around $430 billion to $1.3 trillion per year, or approximately 1.4% to 4.0% of U.S. GDP.

The Commission explains that the derivatives markets it oversees under the Commodity Exchange Act are "affected with a national public interest" because they facilitate risk management and price discovery through trading in liquid, fair and financially secure trading facilities. The Commission states it seeks to deter disruptions to market integrity, ensure the financial integrity of transactions, avoid systemic risk, and promote responsible innovation and fair competition. Under the CEA, the Commission may prescribe by rule, regulation, or order the terms and conditions on which a designated contract market (DCM) may list a contract for trading.

The Commission's request focuses on the factors a DCM should consider when addressing certain CEA provisions and CFTC regulations relevant to listing compute derivatives for trading. Affected regulations include 17 CFR 1 and 17 CFR 38. The notice also seeks comment on issues that may arise in connection with a swap execution facility listing contracts that settle to the price of compute, or physically-settled compute swap contracts. The Commission states it recognizes compute derivatives are a comparatively new and evolving class of products, and believes responses from industry participants may enable it to advance the standardization of such products in a manner that promotes transparency, liquidity, and responsible innovation.

FCC Notices Two AM Station Community-of-License Proposals

The FCC's Media Bureau has published notice that two AM stations have filed applications to modify their communities of license, with comments due on or before October 20, 2026. The applicants are RUDEX BROADCASTING LIMITED, for station KWQQ(AM) (Facility ID No. 36830), proposing to move from Hemet, CA to Loma Linda, CA (File No. 0000299205); and CANTICO NUEVO MINISTRY INC., for station WTOC(AM) (Facility ID No. 25414), proposing to move from Newton, NJ to Boonton, NJ (File No. 0000301652). NRC Advisory Committee to Meet on Medical Isotope Licensing Rulemaking

The Nuclear Regulatory Commission will convene an open session of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on September 9, 2026, from 1:00 p.m. to 3:00 p.m. EST. The stated purpose of the meeting is to discuss and provide recommendations from the subcommittee on reducing barriers to medical use licensing rulemaking, a topic the notice describes as tentative based on the rulemaking schedule. Interior/NPS: CSU Chico Completes NAGPRA Inventory

California State University, Chico has completed a NAGPRA inventory of human remains and determined a cultural affiliation with the Paskenta Band of Nomlaki Indians of California. The remains — representing at least two individuals, with no associated funerary objects — are associated with accession documentation reading "Los Molinos-3." The National Park Service notes that the determinations are the sole responsibility of California State University, Chico. Repatriation of the human remains may occur on or after September 21, 2026. If competing repatriation requests are received, the university must determine the most appropriate requestor prior to repatriation; joint requests are considered a single request and not competing requests.
